As a retired electrical engineer, specialising in transient fluid flow, this is a ridiculous concept. Any power supplied by motion of the car comes directly from the engine. Far more efficient by a factor of 4 or more to get power directly as your alternator already does. The fraction added and subtracted by wind will generally sum to zero as you drive in random directions.
