Try experimenting with a drill press or other manual or hydrolic press. Do not turn "on" the drill as your aim is not to drill the pellet but squeese it. Possibly adding a simple baking flour and water glue to work as a bonding agent. Be sure to mix the bonding agent before you press it making it "rich" in saw dust. Use a blunt ended object a little smaller than your sellected "pellet" size. I would suggest a metal mold with a few small drain holes as the pressure exerted may need escape and or the water /glue. Good luck and as the others have said it will be labor intensive as well as trial and error. Last suggestions, avoid flamible liquids as binding agents. Concider the best way to dry the finised pellets, sun drying, kilm or oven. Good luck.
